By 'broodless period' do you mean a period with no brood or just less brood?
If the former, how do you know?

Apart from events associated with changes of queen I don't remember any of
my colonies having been broodless (without brood) at a latitude of about 52
degrees N.

The way I see it is if I want to use oxalic I need to get my hives into
November and the broodless period.
