Thats quite true. I have a small plastic bag with me in the yard ( about 3 liters). Open the cage in the bag, shake all the bees in. Look for queen in closed bag. Make her go into a corner, or catch her by gentle pressing. Let other bees out if afraid of stings  ( I never do, haven't got one in this job yet)  Slide the cage in and put her back.

Easy and reduces risks a lot. No need for a ladder :)
