Minnesota information, copied from from
http://www.mda.state.mn.us/apiary/default.htm

As provided under Minnesota law, our apiary inspection program works
with beekeepers to help maintain healthy colonies of honey bees in
Minnesota for honey production and pollination. Disease and pest
survey inspections are done in several counties each year with a goal
of inspecting bees in most counties every 5 years. When diseases such
as American Foulbrood ,Chalkbrood and Varroa are found, we work with
the beekeeper to control the disease and prevent its spread to other
colonies in the area.

Registration [link to PDF for registration form] of colonies is
required and the location data is used for our inspection program and
also provided to pesticide applicators on request. Every year we
inspect and certify colonies for movement to other states. Import
permits are required to bring colonies or nucs into the state.

The registration application requests the name/address of the person
registering, location of honey house if any, and the location of each
apiary. The fee is $10 per application (not per apiary). Registration
is due by April 15 of each year.

There is a lookup facility on the above page for finding registered
apiaries.

MN beekeeping laws can be found at
http://www.revisor.leg.state.mn.us/stats/19/ which is linked to by the
above URL. I am not aware of any restriction on apiary locations.
