Arnold:

Your neighbors do not have much choice except to replace their
feeders with a version that has a longer tunnel down to the
syrup - okay for a hummingbird, a bit too long for a bee to reach.

I am not aware of anything else that you can do - except steal the
feeders in the middle of the night :-).
