As I point out to our local beekeepers who fear registering their apiaries
with the County, that without such documentation, they, from an
administrative standpoint, don't exist.  Meaning that they would have no
claim for asking for representation by our governmental agencies.

Example: if a county supervisor were to hear a complaint by a constituent
about bees, he would ask the county ag department how much of his
electorate were beekeepers, or the economic contribution of beekeeping to
the county.  Without documentation, the ag commissioner could give no
figures.  The result might be a banning of beekeeping in the county,
perhaps with severe penalties for noncompliance.
