I think the key point here is the presence of the melted or snotty brood. I have lots of pictures of what I would call PMS or mite disease. Dead pupae, cannibalized, with mites on the bodies. I have far fewer with the specific symptom of melted white stuff in cells that the bees uncapped, like in the photo I posted. Obviously not foulbrood, either by eye, nose, or lab test. I have sent samples in and Bart suggested virus, but they don't ID viruses for the public at Beltsville.
