They are ventilating the hive. Inside the hive - you can't see - are other
bees creating air currents around the frames. Together they form an air
movement and explosion system that keeps the hive as cool as they can.
Note that there are no vent holes in any of the boxes, and the lid is on
flat with no ventilation.

I've noticed my bees in the backyard at home doing this on really hot days
and while I may be wrong, I could definitely feel a definite air movement
when I put my hand close.

Funnily enough I was checking the design if my iMac computer the other
week, and Apple use a similar system of small fans throughout the computer
body, computer controlled to power on and off to cool the circuitry
automatically.
