What's a hive waterer?

Have water available to hives so thy do not go to pools or other places
where they might bother people.In the article he has one and that seems to
be the issue. They can be a runnig spigot, child's pool, water tub, any
large container of fresh water.

A source of water for hives is one criteria in many "bee ordinances". Helps
reduce the nuisance factor.
