I checked back on the post, that is what Bob said!
Well, in light of this information,  it doesn’t seem to me like a good 
faith effort to test small cell.  But, there is still time to change.  If 
Bob is getting advice from Dennis Murrell, I would surely expect Dennis to 
advise against a << single year, ‘2 frame’ test>>.
