"The temperatures in those aquariums has to stay pretty constant so I'm wondering if these might not do as a heat source with a sensitive temperature control for warming cabinets."

Some of those heaters might work.  But most are intended to be run with at least the element submerged in water and are going to destructively over heat if run dry.
