I had a swarm on the ground just last week, actually on the neighbors concrete patio. The neighbors were too frightened to let me open the back door for fear of bees flying in so I waited and they then migrated  to my fence where I had them collected with a vacuum gizmo.  There was a queen and her wings were not clipped.
