In a word 'Yes!'
 
Until the advent of the new Vita test kits (and even they aren't  always 
right) it was impossible accurately to diagnose EFB outside a  laboratory as so 
many other things can be confused with it. The only time I  saw it, just a 
couple of cells in a nuc, in my bees I called in the Bee  Inspector as the law (UK) 
demands.  He said he thought it was probably a  touch of sac brood but sent 
off a sample anyway. It tested  positive.
