I would ask a couple off questions and give it some more thought.
    1. was there a surplus of royal jelly in the failed cells?

    2. What did the brood paterns look like from the queen that was used to
generte the cells?

    I might suspect bee parlasys. I have seen such with worker larve that
hve been under nourishrd.
