Unfortunately they can pass any ordinances they want.  It's usually up to
the courts to decide if they are valid and enforceable, and that usually
takes a lawsuit.  And while CO's right-to-farm law gives you the right to
recoup court costs and lawyers fees if found invalid you would either have
to pay the fees up front or find a lawyer who would be willing to get paid
only when/if he won.
