A question for coastal North-West US and British Columbia beekeepers.

I live in Vancouver, BC, Canada and am wondering what the latest date
would be to try to successfully split a hive if (1) I was prepared to feed
all winter and (2) not planning to feel all winter?  As well, how many
frames of brood would you recommend moving over to start the new hive?
