I moved my hives from Georgia to Tennessee a few years back.  I contacted the
State apiary office and got permission to do so, AFTER it was inspected.  I
would suggest contacting the State apiary office in Texas and ask what the
policy is. Some states don't allow it, for example Alabama forbids bringing bees
into the state on comb and there are fines and destruction of colonies as the
consequence.
