What *is* it worth? Does it work, or is it just more snake oil?

In my experience, chalkbrood is a spring malady and clears up
spontaneously after one brood cycle. By the time you see it, the worst
is over. After the chalkbrood round, there may be a few cells, but
nothing worth worrying about.

So I wonder: how would one ever know if it works?

The only way to evaluate it as far as I can see would be to predict --
or cause -- a chalkbrood outbreak and run a controlled test.

As for employing it in practice, I would think that it would have to be
use prophylactically.
