First step next spring, put in frames with no bees, then add a package from
a reputable supplier, not a nuc that may have varroa and especitally not a
swarm, which now days may have been induced by a heavy varroa infestation.
Swarms, especially late season swarms, tend to be a varroa source.

I'd use the Apivar strips  - oxalic in a public place - not a good idea.
Might be time for a re-do of the hive.  I've modified ours so we can add
strips, mark bees, etc.
