I don't think it's possible for Vespa velutina and Vespa crabro to interbreed successfully. In the same way, Apis florea and Apis cerana can't interbreed. Subspecies within the same species are likely to be able to interbreed successfully, like our infamous union of various species of Apis mellifera and Apis mellifera scutellata.
