Two options here.   One, you can call the highway department and ask that they refrain from mowing the right of way until the clover has gone to seed.   Second,  paint some signs something to the effect - "No Mowing".  Might add  "Wildlife Habitat Area".  Will fool most of the road crews.  (But that's cheating.)
