The WHO review of the literature contains lots of references.  I would
point out though, that the recommendations say that there is no
evidence of damage to the full term child of *asymptomatic*
hypoglycemia.  It also says that there is no reason to do routine blood
sugars
in full term healthy newborns.  So asymptomatic babies don't get blood
sugars done.  By the way, the paper recommends *not* doing
bedside testing at all.  Furthermore, if the baby already has an IV why
on earth would he need formula.  The baby should be at the breast
and breastfeeding.  He should be getting, at the very least, expressed
colostrum, not formula.
