Patrick,
I agree, we should be talking registration. As far as oil needing it, I just
checked my dormant oil spray that is used for red spider mites on trees, and
it has EPA registration. And it is only oil, (and may be only mineral oil!)
but is used as a pesticide so appears to need registration.
