As one who keeps bees just outside Washington, DC, I can tell you that I
didn't observe any blossoms during the recent warm spell.  I did observe bud
break on Rosa multifora and blackberry, but even that didn't get very far.
 
Bees were flying, and I took advantage of the weather to look in on my
colonies.  Most had a few square inches of  brood.
