My opinion on 1) is that you ought to hive the bees as soon as possible.  47F isn't all that
bad, and they will be better off in the hive than in the package.  2) If the bees can't get
out to forage, you ought to feed them until they can fend for themselves.  They will keep on
taking syrup until they don't need it any more, at which time you can stop.
