Susan, it is called "spoofing" and is the caller ID version of phishing (email that tries to acquire personal info by disguising as another entity). Spoofing can be done with a cheap device you can buy at Radio Shack and is, shockingly, still legal though I was told when it happened to me that there was lobbying to outlaw it.

It is very disturbing and dangerous. Never trust caller ID.
