Hi Stan,

I use a modified swarm box (free flying) starter/finisher--leaving the
breeder queen in the bottom box.
I graft 3 bars of 17 cells in the starter, then move down to the finisher
the next day.
Both are packed to the gills with young bees--shaken from other hives if
necessary.
Under good conditions, the finished cells contain excess jelly after the
queen larvae have pupated, so no apparent lack of care.
