How do you define starve?

I have had bees that have starved because it was simply too cold for too long to move the cluster across the frames and as a result starved out within 1" of honey.

I leave 85 to 100# weight going into the winter and they always have plenty of stores, but I always lose bees to winter.  Is this due to starvation or because they froze?  I argue they froze because they starved.

Not trying to be argumentative, just curious.
