I have sometimes removed fully capped frames for harvest to crowd the bees a bit and encourage capping.  In addition, if it looks like the nectar flow is tailing off due to dry weather I don't add that last super for them to store nectar. Otherwise, it seems they fail to cap the outside frames more often than I like.  I don't like extracting uncapped frames either.   If rainy and high humidity, I have also observed similar situation as described where the bees delay capping...maybe waiting for honey to ripen and dry enough to cap.
