I think of it as a continuum. Colostrum is simply a specialized form of human milk, and mature milk is the specialized form at the other end of the continuum. The 'ingredients' that make colostrum are also present in mature milk, just in different amounts or proportions. Saying that colostrum is always present in mature milk seems to me the same as saying that human milk is present in human milk.
