I have noted at the end of your post you state A.m. capensis and
A.m. scutellata.Hmm....?!!!!!

NOW:

Are you sure you do not have A.m. capensis laying workers in your A.m.
scutellata Hives? AKA: Cape bee problem.

I run many A.m. scutellata hives and am very nervous when it comes to queen
rearing.....

I usually have a 30 to 40 % success rate, IF I am lucky!

Failure is usually attributed to a contamination of A.m. capensis laying
workers.
