New York has a voluntary registration program.  You need not register your
hives or yards, some do, some don't.  The NYS inspection program had been
dissolved, beekeepers successfully canvassed their legislators to have the
program funded and reinstated, but the program that was resurrected is not
the program beekeepers canvassed for or recommended.  Migratory beekeepers
may be inspected as they pass through or put down in the state (New York is
a popular stop over for goldenrod before heading back to Florida).  There
are no rules or regs ragarding proximity to other yards.  Only yards that
are registered with the state get inspected (the inspectors have to know
where the hives are located before they can be inspected).
