The problem with "drink to thirst" is that some people don't have
'normal/typical' thirst mechanisms, due to various reasons.  So for some
people, drink to thirst will mean that they don't get enough liquids.  I
also recommend people pay attention to the color of their urine, as use that
as a guide to whether or not they are getting enough to drink.  Urine should
be pale yellow.  Not clear, not medium or dark yellow, certainly not red or
brown.

Of course, being thirsty all the time is one of the warning symptoms of
diabetes.
