Wow.  Not good.

If you've been asked to help, maybe the biggest help you can be is to say 
that the breastmilk is unlikely to be the cause.  This child's underlying medical 
problem ( and it sure sounds as if there is one!) could range anywhere from a 
metabolic disorder, endocrine issues, cardiac issues, myopathy, tumor...this 
list goes on and on.   

Perhaps you can intervene by saying that this type of child behavior and 
feeding pattern is not typical of a 17 month old and you feel that with your 
experience helping nursing mothers would suggest that this child has other, 
much more serious, issues happening.

Give mom a hug.  She sounds as if she could use one.
