Hey Sarah, if I'm not mistaken, Downs babies often have other comorbid
conditions; the one that pops right off the top of my head is that cardiac
issues are often present with these kids. Think that might be in the mix,
especially given what you're describing--willingness to latch, but lethargy
and/or easy tiring at the breast.  Maybe investigate that?  Anyone else
thinking that way or have other suggestions?
