I am thinking maybe he bit her and she gave a reaction which led to the strike? She can certainly cup feed the 9 month old and I strongly recommend she express or pump like crazy to keep up her supply so they can resume nursing. All the usual anti-strike measures can be tried as she is doing this, but if her supply goes away, it will be devastating.
This happened to me with my first baby, when I was listening to my doctor who advised me to limit nighttime feeds. This led to a strike and I did not know any better, in my world then, 9-10 months was a long time to breastfeed. I did not pump but I offerred the breast alot and abandoned the advice, wanting (then) to nurse for 18 months. He did not resume breastfeeding. Has mother tried any limiting of feeds or other scheduling methods? 
I am proud to say, I learned from my mistakes and nursed the next one (never ever using formula either) for 5 years.
