Jean,
My DD said that your are correct about one intervention for fetal 
distress is to give mom a bolus of iv fluid, to increase her blood 
volume and hopefully increase the amount of blood available to perfuse 
the placenta, providing more oxygen to the baby. (She's a nursing 
student and is next to me studying for her ob final today).
