I agree with Dr. Newman and others that there are better medication
choices to induce lactation.  However, chlorpromazine does actually
manipulate the dopamine system, thereby increasing prolactin levels
and ultimately increase lactation.  All the antipsychotics (or major
tranquilizer) can induce this effect.  As a matter of fact one of the
patients that I see in a psych hospital setting has had a significant
increase in breast size due to the antipsychotic medications she is
receiving.  Believe it or not the treatment team is considering breast
reduction for this female patient.
