It may seem counter-intuitive, but since 18 months of trying have not worked, perhaps she might want to try what I did with my oldest. I decided that since nursing was so important to him, I would nurse him as much as possible - try to fill up that need and see if then he'd be ready to stop. I was sensing that the more I tried to discourage nursing, the more desperate he became to nurse. 
So I started nursing him all the time - if he even looked at me, I offered to nurse. Of course if he asked, I would, but I tried to offer before he asked - I wanted him to feel that it was freely available to him, whenever he might want it. At first he nursed more than ever, but after a little while he began to refuse the offers more and more. He didn't wean completely for a while, but the nursing came down to a level that felt more manageable to me (I also had a baby) and he was content.
