but why would this only occur during menses? I am thinking this is
hormonal, and plugged ducts, whether palpable or not, seem to be more
common in some women before menstruation.>
Perhaps mom has a case of fibrocystic breasts and this affects one area
more than others?  The other thought is does she carry a bag that perhaps
she doesnt carry other times of the month - perhaps because she need to
carry feminine products?  or could she have some swelling of the breasts
that time of the month and then her bra strap gets tight and voila,
plugged duct?  I would recommend massage and warm compress as a
preventative.
