ILCA has a scholarship program for the registration fee for the ILCA
conference.

Our local ILCA afilliate gives some conference scholarships to low
income women who are already serving their community (peer counsellors,
LLL Leaders) and are willing to do some concrete work on the conference
committee (such as collating and copying handouts, or supervising the
caterer, or staffing a book table).  We used to offer scholarships in
return for future service, but had situations where people were busier
than they thought they'd be after they were certified and were unable to
do as much as they had origionally agreed to.  Perhaps your local
afilliate would be willing to do the same.
