I think the syringe you're talking about is a periodontal irrigation  
syringe.  They are used for flushing the tooth during root canals and for  cleaning 
under the gums for people with advanced periodontal disease.  They  are handy 
and cheap and don't have a needle, just a plastic spout.  They're  also very 
handy for rinsing lact-aid and SNS tubs for those adoptive Mamas among  us!  You 
could probably get some from your dentist, or order them  online.
