Please do consider the fact that this is a international list and for example in my country personal use of hash or mariuana is definitely not illegal. Nor is it illegal to drink alcohol or smoke either when or when not pregnant or breastfeding. It is not encouraged, and de facto discouraged for pregnant and breastfeeding women to use any of these, but it is their choice entirely (as is the choice of what and how to feed a child).
We are as counselors, educators and health personnel supposed to report all kinds of (suspicion of) child abuse and neglect.
