What do we know about mixing formula and breastmilk in a bottle?  Any downside to it, assuming that formula is needed?  What about offering both in the same feed? A local PNP heard from the Ross salesman that there's a study to show that it interfered with some of breastmilk's properties.  (For my part, I can see where telling a mom she can't mix the two could mean she'd just use formula if she doesn't have enough breastmilk for a full feed...)
