To find IBCLCs in other countries (though of course there are other 
disciplines that may be able to help with breastfeeding) go to one of the 
IBLCE websites:

International/USA www.iblce.org
Europe  www.iblce-europe.org  (which also covers the Middle East and North 
Africa)
Asia-Pacific www.iblce.edu.au (Australia, Asia and sub-saharan Africa)

You will end up at the correct web page, even if you are not sure which one 
administers the country you need, because each site has an option to put in 
the specific country.  Your friend will have to write to the Regional 
Director (in this case, of Europe) asking to be put in touch with someone in 
the relevant city - contact details are given.

I see that there are 282 IBCLCs in UAE, and surely one of them will be 
available to help :-)
