The easiest way to wake up a sleepy baby is to finger feed him. It works
better than all the tickling and wet cloths there are.  Even with his eyes
closed he will start sucking on the finger and then start drinking. Mother
should have been started expressing her milk. What was given in that bottle?
It should have been expressed milk.

Babies who are sleepy respond to eating. When it is decided they have to
start eating (will not go into that), start expressing milk. An occasional
bottle as this baby got will not get him started. Regular feedings at this
point would help.
