I am on the side of using cabbage only when needed.  I would imagine there
are other things going on if the milk is not in at 10 days.  Better
prevention of engorgement is frequent, effective breastfeeding.

From my experience, cabbage does not prevent engorgement if there is no
nursing at all anyway.  Unfortunately my latest experience was a mom on
staff with us had a daughter who was stillborn.  Cabbage was used early and
continuously and mom was still engorged.  Perhaps the engorgement was less
than it would have been otherwise, there is no way to tell but mom was
definitely engorged while using cabbage.

On the other side, there was an LC in town several years ago who said a mom
that she cared for used cabbage for 18 hours continuously and her milk
supply could not be recovered.  Again there were probably other things going
on in that case that contributed to both the engorgement as well as the lost
milk supply.
