When a pregnant woman is checked into the hospital to deliver, she signs
several papers, including consent forms which include the "to be born"
baby(ies).  So, the parents have signed a consent for hypoglycemia
checks to be done, along with lots of other treatments that may be
deemed necessary.  There are some out of the ordinary
procedures/treatments that do require their own consent form (like HIV
testing etc.), but "routine" procedures are covered with the admission
consent forms.
