Hi Liz,
You miss the point entirely. If one has a specialist problem one asks the
specialist in that area. For example, a general surgeon might be well placed
to do a minor surgical job like an appendectomy but if I had a cancerous
tumour in my jaw I'd want maxilla facial surgeon not a general surgeon. When
it comes to the Code ILCA has a responsibility to support it but they are
not the experts- the experts are ICDC.

My point exactly, Karleen, and I appreciate you underscoring the bottom line
message:  different organizations have different areas of expertise, and
operate under various grants of authority.  ILCA's expertise is in
conducting itself as a non-profit international member organization, meeting
members' educational and professional development needs, **all-the-while**
supporting the International Code, and obeying the laws governing operations
of an association.
