Haven't been able to watch the video as link won't work outside the US, 
but sounds as though there's some truth to that - at least some 
hospitals (I think still fewer in the US than in the UK) *have* refused 
to provide any formula (actual feeds for babies, I mean, not just the 
freebie take-home samples) without medical advice, and I know some 
lactivists have supported that move.  Is it possible they were referring 
to that?
