It is true - there is always the excption to the rule.  I think you will 
find, however, that almost all the "premies" who used to survive were actually SGA 
(small for gestational age) older preterm infants, not the 23-28 week infants 
we see today.  In terms of survival, size rarely counts - maturity does!
 
Norway and Sweden do a great job caring for premies.  I try to use their 
methods whenever I can.  Unfortunately the USA has a much different population and 
social system, which limits some of what we can do (for now!).
